Surface tension.

A paper clip can rest on a water surface even though it's density is larger than that of water ;this is due to surface tension of water. The surface of the liquid behaves like a membrane under tension. Surface tension arises because the molecules of the liquid exert attractive force on each other. The surface of a liquid behaves like a stretched elastic skin. This is why liquid drops are spherical in the absence of gravitational field.
